Negotiations Update

The trend continues of obtaining record salary increases in new MOU’s ratified in Southern California.  The strategy, hard work of POA leadership (and of course, listening to me) has paid off for the following Police Associations.  As you may recall in last month’s PORAC News, I reported Barstow POA received a record breaking 30% over a 12-month period in salary increases.  Although I was not able to break my own record this month I was happy to settle the following contracts for my clients.

Glendora POA – 5-Year Deal  (32%)

As a negotiator, I normally shy away from long-term contracts, however, in Glendora, the City was committed to entering into a 5-year MOU.  After several rounds of negotiations, the POA, led by its President, James DeMond, was able to work out the salary and benefit package to a level where the POA was comfortable in agreeing to a 5-year MOU.  The new contract calls for a 32% salary increase over the 5-year deal (compounded).  Specifically, officers will receive in year one-5%, year two-5%, year three-6%, year four-6%, and year five 6%.  By the final salary increase (July 2010) base pay for police officers in Glendora will be $90,000 per year.  The Cafeteria Plan for medical insurance will also increase $30 per year during the term of the contract.  FTO pay was increase from $90 to $140 per pay period and Court Overtime was increase from a minimum of two hours to a minimum of three hours overtime pay per appearance.

Cypress POA – 3-Year Deal (18-19.5% Depending on Rank)

Another example of dedication and hard work by POA leaders have led to a significant contract in Cypress.  Led by POA President Rod Cox, a 3-year MOU was negotiated calling for increases in salary each year of 6% for officers and 6.5% for sergeants.  Additionally, the medical insurance coverage will increase by 4.5% in years two and three.  Uniform allowance was increased from $750 to $1,000 per year.  Additional floating holiday hours were provided of eleven hours for those on a 4/10 work schedule and fifteen hours for those on a 3/12 schedule.  A new benefit of special assignment pay was established providing three hours of overtime pay per month for those in special assignments.  Call back pay was increased from one hour minimum to two hours minimum at the overtime rate.

Burbank Airport POA – 5-Year Deal (30%)

During heated contract negotiations, including threats by the Airport Authority to contract with the Los Angeles County Sheriff’s Department for services, a 5-year MOU was finally agreed to.  The 5-year MOU calls for an immediate 13.5% salary increase and salary increases each of the remaining years of 4%.  The MOU calls for any health coverage increases to be absorbed by the Airport Authority through 2007 and thereafter any increases to be split between the employee and the Airport.  Increases in vacation accrual were obtained to have three weeks after five years of service and four weeks after ten years of service.  An additional holiday per year was obtained, along with an increase of sick leave accrual of one additional day per year.  Finally, a new benefit of being able to accrue comp time of up to 80 hours was achieved

As the state and local economies continue to flourish, I anticipate even greater contracts in the near future.
